In the example shown below, all required fields are nested in one fieldset, with the legend “Required.” Semantically, this is reasonable, given that the relationship between all the fields in that fieldset is that they are required. The advantage to this is that (generally) a screen reader will announce the legend before it reads the label for the field, providing an audible reminder that the field is required.
